What is NMMS & NMMSE ?

National Means-Cum-Merit Scholarship (NMMS) is a prestigious initiative by the Indian government designed to support economically disadvantaged students who excel academically. This scholarship aims to help meritorious students overcome financial hurdles and continue their education without interruption.

Each year, the Central Sector National Means-Cum Merit Scholarship awards one lakh new scholarships to students entering class IX. These scholarships continue throughout classes X to XII, provided students are enrolled in State Government, Government-aided, or Local body schools. The annual scholarship amount is ₹12,000.

A total of ₹12,000 per year is awarded for 4 years, from class IX to XII, provided that students successfully pass the NMMSE examination in class VIII. This amounts to a total of Rs.48,000 over the period of 4 years. This scholarship is primarily intended to support meritorious students with their educational expenses and book purchases.

National Means-Cum Merit Scholarship Examination ( NMMSE ) is the selection Examination for awarding the scholarship. Only students of class VII with certain cut of marks can enter this examination.

The Cabinet has sanctioned the extension of the scheme from the fiscal year 2021-22 through to 2025-26, with a total funding allocation of ₹1,827 crores.

Eligibility Criteria

To apply for the NSM scholarship, students must meet specific criteria:

  • Academic Requirements: Students must have secured at least 55% marks, or an equivalent grade, in their Class VIII examination to be eligible for the selection test for the scholarship. There is 5% relaxation for SC/ST students.

  • Financial Criteria: Students whose parental income from all sources is not more than Rs. 3,50,000/- per year are eligible to avail the scholarship.The scholarship targets students from low-income families. Income limits are specified by the government to ensure that the support reaches those in genuine need.

  • For salaried individuals employed in Government, Semi-Government, or Government-aided organizations or institutions, an Employer Certificate covering the period from April 1, 2023, to March 31, 2024, must be uploaded.
  • For other individuals, an income certificate covering the period from April 1, 2023, to March 31, 2024, must be obtained from a competent authority. This authority should be at least the rank of Joint Block Development Officer (Jt. B.D.O) or Executive Officer (for Corporation and Municipality areas), or any Group A officer. This certificate needs to be uploaded as part of the application process.

  • Other Requirements: To be eligible for the scholarship, students must be enrolled as regular students in Government, Government-aided, or local body schools. Students attending Navodaya Vidyalayas (NVS), Kendriya Vidyalayas (KVS), or residential schools are not eligible. Reservations are available according to State Government norms.

Selection Process For New Students

  • Each State or Union Territory conducts its own examination to select students for the National Means-cum-Merit Scholarship.
  • The test is administered at the Class VIII level.
  • To be considered for the scholarship, students must meet the eligibility criteria and pass both the Mental Ability Test (MAT) and Scholastic Aptitude Test (SAT) with a minimum of 40% aggregate marks across both tests.
  • For SC/ST students, the cutoff is set at 32% aggregate marks.
  • The Mental Ability Test will include 90 multiple-choice questions designed to assess verbal and non-verbal meta-cognitive skills such as reasoning and critical thinking. The questions may cover topics like analogy, classification, numerical series, pattern recognition, and hidden figures.
  • The Scholastic Aptitude Test will feature 90 multiple-choice questions that cover subjects including Science, Social Studies, and Mathematics, based on the curriculum of classes VII and VIII.
  • Each test will last 90 minutes . As per norms children with disability will be given extra time.

Selection Process For Renewal Students

  • To keep getting the scholarship, students must score at least 60% marks in Class X (with a 5% relaxation for SC/ST candidates).
  • To retain the scholarship in subsequent years, awardees must also achieve clear promotion from Class IX to X and from Class XI to XII on their first attempt.

How Scholarship is Disbursed

  • Since the 2018-19 academic year, the scheme has been fully integrated into the National Scholarship Portal (NSP).
  • The Ministry allocates funds from the Annual Budget Provision to the State Bank of India (SBI), the implementing bank for the scheme.
  • Scholarships are then disbursed directly into students’ bank accounts through Direct Benefit Transfer (DBT), using the Public Financial Management System (PFMS).

Points to be Noted

  • A student can get only one Scholarship under any Central Government Scholarship scheme.
  • At this stage, scholarships are not available for diploma or certificate-level courses.
  • Scholarships are not available for studies abroad.
  • Additionally, claims for scholarship arrears will not be heard if made after 1 year 9 12 months ) from the end of the academic session for which the claim is being made.
  • If an awardee withdraws from their course of study within one month of registration or admission, they will not be eligible to receive any scholarship payments.
  • The student must enroll in the next class or desired course within 3 months of the announcement of the results for the previous class or course.
  • Awardees ( Students ) are needed to open bank accounts, preferably with the State Bank of India (SBI), or any scheduled bank or any public sector bank, or that offers core banking facilities.
